Semantic strategy for the German healthcare system

Position paper of the BfArM

Summary

Data interoperability is an important building block for the success of a digitization strategy. The interoperability of data requires clear semantic and syntactic rules. Therefore, digitalization in the healthcare system must be based on a uniform approach in the sense of a semantic strategy. The BfArM, as the national center of excellence for medical terminologies, therefore proposes a step-by-step convergence of standardized documentation in the healthcare system to a mandatory set of basic code systems. The existing diversity of national individual solutions should be gradually reduced and new requirements consistently established with the basic code systems. In cooperation with the Competence Center for Interoperability in Healthcare, appropriate specifications should be made with the participatory involvement of users and published as binding on the terminology server.
